MINUTES

RSM CIVIC ASSOCIATION BOARD MEETING

DECEMBER 10, 1996


The meeting was called to order at 8:50 P.M. following the election of five new members.

The two existing members, Karen Epps and Robbie Robinson, along with the five new members, Bob Jones, Ben Warren, Jeff Wood, Dan Feliz and Jim Thor, were present.

Election of Officers. The following Officers were nominated and elected by the board:

Next Board Meeting. The next board meeting is scheduled for Saturday, January 4, 1997 at 8:00 A.M. at Coco's.

Subsequent Board Meetings. Monthly Board Meetings are tentatively planned for the first Saturday of each month at 8:00 A.M.

Next Town Meeting. The next town meeting is scheduled for January 16, 1997, place and time TBD.

Subsequent Town Meetings. Monthly Town Meetings are tentatively scheduled for the third Thursday of each month at 7:30 P.M.

Firmer Schedules. Meeting Schedules will be discussed and firmed up somewhat at the next board meeting.

MINUTES

RSM CIVIC COUNCIL BOARD MEETING

JANUARY 4, 1997


The meeting was called to order at 8:10 A.M. All seven members were present.

No additions or changes to the agenda were recommended.

Bylaws. The RSM Community Civic Association Bylaws were distributed. The only change to the bylaws suggested for the present was a motion to officially change the name of the group from the Rancho Santa Margarita Community Civic Association, Inc. to the Rancho Santa Margarita Civic Council. The motion passed by a vote of 7-0.

Phone Lists. Board Member Phone Lists were distributed to the members, two corrections will be made to the list and a corrected list will be distributed.

Meeting Schedule. Proposed 1997 meeting schedule was distributed. One change was made to the board meeting schedule to deconflict with Independence Day Weekend. The Town Meeting schedule changed significantly because of the availability of suitable facilities. The January Town Meeting will be held January 16th at 5:30 P.M. at the Beach Club, while the February through May meetings will be held at the Water District on the fourth Thursday of each month at 7:30 P.M.

Interim Town Hall. The President is planning to negotiate with RSM Management for the use of the old Homefinders Center at Santa Margarita and Empressa as an interim "Town Hall". Should this endeavor be successful, all future meetings will be held there.

Pledge of Allegiance. Robbie Robinson will provide an American Flag so that we can start every Town meeting with the Pledge of Allegiance.

Fund Raising Committee. Ben Warren will approach David Ashley to head a RSMCC Fund Raising Committee.

Open Board Meetings. Executive Committee Meetings (i.e. Board Meetings) are open to the public. Executive Committee Meeting minutes will be available at all Town Meetings.

Meeting with RSM Cityhood Committee. The Board will meet with the RSM Cityhood Committee, at their request, at Robbie Robinson's house on Tuesday, January 7th for a presentation.

El Toro Airport. The Taxpayers for Responsible Planning, a group opposed to the establishment of an airport at the El Toro Marine Base, is holding a public presentation and meeting on January 13th at the Laguna Hills High School Auditorium. Ben Warren and Jeff Woods will represent the Civic Council at this meeting.

Meeting with County Board of Supervisors. The Board plans to meet with the Orange County Supervisors in the near future.

Planning and Land Use. Jim Thor will head up the Planning and Land Use Committee. Richard Reese, Mel Mercado, Gary Thompson and Bob Jones are anticipated members. Jim Thor will represent the Board at a meeting on Sunday, January 5 on the inclusion of the originally proposed park in the Lewis Homes tract along Melinda Road. The meeting will be held at Perry Cordoza's house.

Youth Activities. Jeff Wood has been meeting with youth groups from the town who have formed both a Youth Civic Council (Katie Watson as President, Amber Hyatt as Vice President) and a Skateboard Park Committee (five members, headed by Randy Hyatt) which is seeking to have skateboarding legally classified as a "hazardous" activity such as basketball or tennis. This classification would alleviate insurance problems with any proposed town skate park, as participation in such "hazardous" activity is legally accepted to be at one's own risk.

The Youth Civic Council and the Skateboard Park Committee will make a brief presentation to the Civic Council at the next Board Meeting. This will be a preview for a presentation to be delivered at the March Town Meeting.

Economic Development. Robbie Robinson will chair the Economic Development Committee.

Open Forum at Town Meetings. An Open Forum period, where any resident may bring up a subject for discussion, will be scheduled at the end of every Town Meeting.

Partners in Education Meeting. There is a Partners in Education meeting (seeking to preserve and/or return to education-based, public-interest-oriented school governance) on January 28, 1997 at Leisure World, Clubhouse 3, Dining Room 1 at 7 P.M. No members at present are able to attend.

Priorities of the Civic Council. The Board discussed it's priorities for the coming year and produced the following list:

MINUTES

RSM CIVIC COUNCIL TOWN MEETING

FEBRUARY 27, 1997

The meeting was called to order by President Karen Epps at 7 P.M. at the Water District. Approximately 100 citizens and all board members except Robbie Robinson were present, and began the meeting by reciting the Pledge of Allegiance.

Cityhood Committee. Carol Gamble provided updates on the "Save the Park" effort and on efforts toward cityhood. OC Supervisor Tom Wilson has reviewed the Cityhood Committee's feasibility study and was extremely impressed with the thoroughness and common sense assumptions contained within. Carol then went on to speak on the upcoming cityhood fundraiser, Monte Carlo Night, at Tijeras Creek on March 15th. Tickets and business sponsorships are still available, and the committee hopes to raise over $10,000 to start the process of filing the application for cityhood this year.

El Toro Airport. Vice President Ben Warren planned and coordinated the activities and speakers for this meeting; the topic is considered the top priority for the Civic Council.

Noise Demonstration. Bruce Nielson conducted the airport noise demonstration throughout the meeting, often causing speakers to pause in their comments.

Taxpayers for Responsible Planning. Denny Harris, co-chairman of TRP, spoke on the importance of the lawsuits filed by TRP and by a consortium of South County cities to overturn the environmental impact report accepted by the county Board of Supervisors last December. The TRP lawsuit will cost nearly $250,000 and donations are needed. He also announced that a commitment has been made for a large hotel/sports complex adjacent to the base, contingent upon non-aviation reuse of the facility.

Project 99. Larry Agran, former Irvine councilmember and mayor, spoke on his organization that examines and proposes alternatives for the productive reuse of MCAS El Toro for non-aviation purposes. He termed the proposed international airport "unneeded, unwanted, unworkable and unaffordable".

Safety from a Pilot's Perspective. Todd Thornton, an experienced airline captain, spoke on the multitude of safety factors that make takeoffs toward RSM on runway 07 (projected to be 70% of the takeoffs in the EIR) undesirable by pilots. These include prevailing tailwinds, an upslope runway, and a departure oriented directly at the Saddleback Mountains.

Orange County Business Coalition. Lori Casey, the co-founder of the OCBC, spoke on the fallacy that business in OC are behind this airport. On the contrary, the degradation in the local environment due to the airport will greatly hurt efforts to attract and retain an educated, high quality workforce. The jobs that would be created by the airport would provide jobs, however, they would be of a much lower paying nature than the status quo in South County, and would adversely affect county tax revenues.

FEBRUARY 1, 1997

The meeting was called to order at 8:10 A.M. All members except Bob Jones and Robbie Robinson were present.

No additions or changes to the agenda were recommended.

Cityhood Resolution. All members present signed the Cityhood resolution.

February Town Meeting. El Toro International Airport theme. Ben Warren will coordinate speakers, which will include Norm Grossman (TRP consultant), Randy Bell (property valuation), Larry Agran (Project 99), Lori Casey (OC Business Coalition) and Dave Christianson. Each speaker will talk for approximately 20 minutes. Don Feliz plans to solicit some donations to the Council by "passing the basket" at the end of the meeting, and will contact David Ashley to assist.

City Planning. Jim Thor will gather the city planning subcommittee on Thursday Feb. 6 to go over four sets of plans (two for Kaufman & Broad, one each for Bristol Park Medical and XXXXXX Day Care). The installation of a PACTEL antenna, along with some concerns raised about the new Texaco station lighting, will also be discussed.

Save the Park. The Save the Park Committee has filed an appeal with the county to stop progress on the park.

Skate Park. Jeff Woods, Gary Thompson and Richard Reese will attend a Youth Civic Council meeting on Feb. 4 regarding the proposed Skate Park. Randy Amber will present a video presentation detailing other skate parks and associated regulations, and will present options for an RSM park.

Meeting with RSM Management. Karen has organized a meeting between the Civic Council and RSM Management, currently scheduled for March 6. John Kelterer will represent RSM Mgt.

April Town Meeting. The theme will be Community Organizations and Services. CASA, Merit, SAMLARC, and perhaps others, will deliver presentations.

Irvine City Government Tour. Members of the Civic Council and the Cityhood Committee will tour the offices of Irvine City Government on March 18th. This tour is intended to give these organizations some insight into what it takes to run a city.
